Remember back when the Baltimore riots began, the residents were demanding that they police themselves? It's time. Set up zones where those who live there set up their own police protection. Anyone who leaves the zone lives by the rules outside, and if they don't like the standard of policing in the civilized world, let them stay in their zones.
I don't know if there's any other answer when people demand to have no consequences for uncivilized behavior.
