There is a post form the Ramsey County Sheriffs office that the guy never applied for a CCW and thus could not have one so the claim that he was reaching for his CCW permit to show the officer is a lie.
And, if you had done your homework, you would have known that Castile lived in Hennepin County at one point. In MN, you apply at the local sheriff's office.
A local TV station has inquired, and confirmed that Hennepin County issued a CCW permit to Castile:

Oh, darn. It seems I was wrong and that they have uncovered a CCW for Castile.
Seems he was only convicted of multiple, non felony criminal charges and was thus legal to won and carry.
