It’s the Ferguson Effect at work. I live in Dallas County, and the effect at the street level is noticeable. Thugs, ferals, illegals, and street urchins have become bolder than usual, as the police have backed off.
Dallas police chief had a sleepy tome. Seems like someone forced him to say stuff.
