My guess is that the cop didnt hear or believe he had a CCL, so when he moved toward the gun he started firing. That or the witness’ account is false.

Ramsey Sheriff (MN) @RamseySheriff @cameron_dehart Mr. Castile never applied for a permit to carry with our office. Therefore we did not issue his permit. Local sheriff says no CCW issued from his office.
