Blacks are not supporting Clinton.
They are hoping these dog-whistles will get through and rouse enthusiasm for her.
Obama is on the campaign trail for the same reason, but they have no love for him any more either.
Some are, but I am sure the double standard has not been lost on many. Might not verbalize it, but they know.
