This came not from high in the chain, but by an 06 level officer who commands a military base for one of the the services in CONUS.
That's the point. This isn't something coming only from the White House and inner ring of the Pentagon. This is coming from the Commander and Public Affairs offices of the local commander. Down in the weeds of the military.
And at this installation, the celebration has been happening for the month of June for three (or four?) years.
Last year the commander invited a transgendered man/woman from the Air Force to speak at the LGBT Pride celebration event.
