If it was called "income," the "poor" wouldn't be "poor."
If they aren't "poor," they lose some of their political utility vis-à-vis power to produce guilt among "the rich," which are mostly "people who support themselves by working."
They would still have very significant political value as reliable left-wing voters, obviously.

Section 8 vouchers are doled out for rentals where the government contributes MOST of the rent and the tenant usually only has to pay an amount equal to about 25% of their disposable income. Welfare payments are not part of the income calculation. So, as in cases I’ve seen, rents over $1000 require only about $50 from the tenant and many of them don’t end up paying that and get evicted after a long process.
