By taxing the pumps, they are ALREADY taxing for the mileage driven. I mean, cars use a specific amount of fuel to go places.

If they wanted to do this they would need to ensure - like, pass a law - that all vehicles in the state are ODB3 equipped and that the trackers in the ECU are enrolled properly.

Isn’t this already done on the NJ Turnpike. They have a toll booth at the beginning and depending on which exit/how far you go, you pay the printed fee. End to End is $13.85.
