Texas negotiated the specific right to split into as many as five states in its treaty joining the U.S. I don’t know if any other state has expressly retained that right.
From the Joint Resolution for Annexing Texas to the United States:
Third New States of convenient size not exceeding four in number, in addition to said State of Texas and having sufficient population, may, hereafter by the consent of said State, be formed out of the territory thereof, which shall be entitled to admission under the provisions of the Federal ConstitutionSo we need to examine the provisions of the U.S. Constitution to determine the provisions for adding states.Emphasis added
New States may be admitted by the Congress into this UnionSo ... the U.S. Congress must admit any "new states" to be created out of Texas. This is the same as any other state, which must have (1) Consent of the state to split into additional states; and (2) Approval of the U.S. Congress.U.S. Constitution: Article IV, Section 3, Clause 1
To borrow from the great Ronald Reagan who said, It isn't so much that liberals are ignorant. It's just that they know so many things that aren't so. The same seems to apply to many Texans.
That’s an interesting point too. Thanks for the mention. Perhaps other states are limited. I don’t know the answer on that.
