Yeah, curious. People there are telling us he hung around for something like three hours.
The intimidation factor was big there, which I would actually expect out of that particular crowd.

The answer is simple: he wasn’t the only shooter.
According to a witness who, playing dead, overheard Mateen talking on the phone say there were a total of four (4) shooters (in the nightclub).

The cop didn't score a hit, or at least not a debilitating hit, and Mateen retreated to the bathroom where he was finally killed. Mateen could have shot quite a few in his initial fire before his move away from the center was caused by the off duty cop. Then he was still shooting from the bathroom.
His shots didn't have to be aimed in a packed house and he was shooting as fast as he could pull the trigger. If he had practiced changing mags then he only needed a of second for reloading.

Also we don’t know from the news whether the cop “stayed in the fight” or not. He certainly would have run out of ammo in a few seconds and may not have had backup mags. Or he may, himself have been shot. After the initial reporting the press and the “authorities” seem to not want to talk about the off-duty cop.
