This happened at the end of World War II. When we captured German facilities working on missiles, synthetic oil and nuclear weapons research, a number of top American scientists were commissioned O-5 and O-6 to head up teams to evaluate the progress the Nazis had made.

It was strictly a short-term thing for a specific project.
