Those are the blocks of explosive reactive armor - they're 'soft' and won't cause a shot trap situation. This is what the turret looks like without the blocks of explosive on it.
No shot traps.

It seemed like the turret itself was a few inches higher on the ERA equipped one. I guess the odds of finding that gap are pretty low.
