.....a government agency can enter into a fee for services arrangement with a non-profit. Such arrangements would not be considered charitable support by the non- profit.....

In that case, there's be a solid paper trail for the arrangement at the agency.

One can only hope so. But keep in mind that most government agencies have procurement polices they must follow for purchases of services.

There are sorts of opportunities for malfeasance in government contracting.

Right now, we have way too little information to understand what the FBI is looking at.
