Re: your post on donation receipts of Clinton Foundation and various governmental agencies.

The denials from the government agencies may need more scrutiny. Under certain circumstances, a government agency can enter into a fee for services arrangement with a non-profit. Such arrangements would not be considered charitable support by the non- profit.

So it is possible that the EPA did give money to the Foundation, but that it didn’t make a charitable contribution.

Why would the Clinton Foundation prefer to call them donations? There are lots of possible answers to that one.

In that case, there's be a solid paper trail for the arrangement at the agency.
