There has never been an Article 5 Convention to change the meaning of Article II, Section 1, clause 5. There is an enormous difference between Citizen of the united States and NATURAL BORN CITIZEN of the United States.
The Framers of the Constitution INTENDED that there be a difference and that is why they CHANGED the proposed wording of CITIZEN to NATURAL BORN CITIZEN on the advice of John Jay, Future First Chief Justice of the Supreme Court. EVERYONE on the Committee KNEW what it meant and its source was the same as Article I, Section 8, Clause 10 which cites the Law of Nations.
