Ummm...my neighborhood has no playground, unless you call “the street” the playground. We need some “investment”.
When I was kid, we played ball in the street. We skated on the ice on the street in the winter.
The cops would come and tell us go to the park, but we said it was too far.
Those were some great street soft ball games.
The “playgrounds” in my neighborhood are paid for by the SID’s or HOAs. Exclusively. The local residents pay for them. We work 8 hours a day, 52 weeks a year, for 30, 40 years or whatever. That is how we can afford them.
