Navy Secretary Ray Mabus says in a letter that he has the power to name warships as he chooses, in response to a former Marine and congressman who charges he has politicized the process.
Rep. Duncan Hunter, California Republican and House Armed Services Committee member, wrote Mr. Mabus to question the naming of an Arleigh Burke-class destroyer after former Sen. Carl Levin, Michigan Democrat and chairman of the Senate Armed Services Committee.

It’s a broader problem, Congress likes to name buildings and legislation after themselves as well. Pork is easier to swallow when coated by ego. I would like to see a simple Constitutional amendment like this:
No vessel, building, installation, facility, real property, or legislation of the United States or the several states shall be named after any individual person or group of persons alive or who has not been deceased for at least five years at the time named. This shall not apply to individuals who die in the service of the United States or of the several states.
Acts of the Congress of the United States shall be clearly and plainly named for the actual subject of the act, and no act of the Congress shall discuss more than one subject.

Sorry, but NO ONE should be in a position to make a live appearance at the christening of a ship named after him/her. PERIOD.

Imagine someone making a statement like Rabus did with a Tip O’Neil or Sam Rayburn as SOH, like them or not either would probably have the Secty in the ‘looking for work’ line for such an outlandish statement.?

It’s not unheard of for a ship to be renamed during construction. Happened many times during WW2 when a name became ‘available’ after a sinking. But after a ship has been christened? I’m not aware of an example.
Renaming a ship that has already been named is considered bad luck. But it has been done many times from the 1940s onward to the present day. I don’t know of any that suffered any particular bad luck from being renamed.
Mabus is execrable.
