The District of Columbia is not. The police power in DC (and all other governmental powers) belong to Congress, and it is up to Congress to address this.

Detroit is in Michigan. Michigan is a “shall issue” state. People in Detroit have been getting CCW’s like it’s going out of style, all with the full approval and encouragement of the Detroit police chief. A lot was made of Texas having 1 million CCW carriers. Well, Michigan already has a half million, with a much smaller population. Detroit has its problems, but getting a CCW ain’t one of them.
