a GOOD psy-war center would keep this kind of thing alive every couple three to seven weeks and make them spend time, money and resources preparing for an attack that never comes, THAT is terrorism- keep them terrified- then when they think WOLF has been cried once too often...

Nuke it. Seriously, if there was ever a time in the 21st century to use a nuclear device, preferably a neutron device, now is the time to do it.
At the least, it will show this generation the dangers of nuclear war while destroying a force who is against humanity.
I think it is win-win.
