The argument to impose this confusion is not JUST about money. Now, the perversion of the 14th amendment is being added to the mix. Such an approach doesn’t need the “carrot” of dollars. Rather, it evokes the THREAT of federal punishment.

But the willy nilly taking of Federal Education Dollars happens on a much faster time scale - something which Obama is desperately trying to get inured in the system before he is forced to vacate. To go solely via threat of prosecution is a lengthier process and not in his timetable of destruction.
