State Board of Elections officials on Thursday ordered the results of Baltimore's primary elections decertified — and launched a precinct-level review of irregularities.
Linda H. Lamone, the administrator of the State Board of Elections, said she became concerned when city officials found 80 provisional ballots that had not been analyzed, and an unusually high discrepancy between the number of voters who checked in at polling places and the number of ballots cast. The number of ballots cast at the polls was higher than the number of check-ins at the polls, she said.

Provisional balloting is done when the voter is in question. Perhaps not registered or challenged by another person. Once the issue is resolved the vote is treated like any other vote.
This how Democrats always win elections. More votes than there are voters are the norm in big cities in the North East and Midwest. Republican presidential candidates Can carry states like WI, MI, OH, PA, MD because there are more votes than voters in cities like Milwaukee, Detroit, Cleveland, Philly, Pittsburgh, Baltimore, etc.
And Hillary will benefit again from it in 2016.
People not registered to vote or show up at the wrong polling place or the registration is wrong are allowed to cast a ballot on the provision that they are certified as eligible.
It would help if the number of votes cast EXACTLY equals the number of voters who came through the door.
