Philly man's campaign: Black Guns Matter
Philly.com ^ | MAY 10, 2016 | Helen Ubinas

WHAT IF we stopped trying to get guns off the streets and instead started licensing young men in Philly to legally pack heat?

Do I have your attention?

Yeah, Maj Toure got mine, too, when he suggested the idea, which he's pitching through a campaign he's calling Black Guns Matter. Catchy, right? And provocative.

Toure, 29, is a local activist and artist. In many ways, he's also a walking, talking contradiction of what turns out to be an increasingly stereotypical idea of gun owners.

Toure is a young African American man who grew up in North Philadelphia watching the destruction caused by gun violence, but who nonetheless was attracted to firearms, and became an official, dues-paying NRA member and legal gun owner.

"The stigma, especially in an urban environment like Philly, is if you have a gun, you're either law enforcement or the bad guy," Toure said when we talked recently. "What we're trying to do is say that just because you have a gun doesn't make you the bad guy. But while you have your firearm, which you have the right to have, you have to be a responsible, card-carrying good guy."

And a card-carrying good guy, according to Toure, includes those protecting themselves against a bad guy breaking into their home, or a bad guy shooting up a public space, or - and this is where he lost me - a bad guy in a police uniform.

I worked briefly for a gun dealer about twenty years ago.
Some of our best customers were older black men who owned homes in parts of town where civilization had collapsed.

Huh?!? Philly already has that license available.

Oh wait. Are you talking about "free" guns and "free" licenses to blacks who otherwise would not be eligible under current rules that would remain applicable to everyone else?!?

If you are a law abiding citizen, I don’t care if you are black, white, yellow, purple, orange, green, or an alien. You should exercise your right to carry.

Oh, and by alien, I mean a literal alien from another world.

yes. but don’t issue licenses. instead, end the Unconstitutional licensing scheme and let Americans purchase their firearms legally as they may wish for their personal and family defense, for sports, for hunting, or for simple display and collecting purposes. No explanations required.
No licenses required. No fees or taxes required. No infringements.

Then, restore firearms safety classes in public schools along with the competitive firing sports many schools used to offer (traget practice, skeet, etc.)

I hope your kneejerk reaction didn't result in a pulled hamstring........

He's talking about "ENCOURAGING" those blacks in the Phila communities who qualify for permits and gun ownership to do so........

"Oh, and by alien, I mean a literal alien from another world."

But wouldn't an alien from another world still be an illegal alien? Or does the U.S. Citizenship and Immigration Services have travel and weapon-carry reciprocity agreements with the governments of planets in other star systems?

I wonder how many young black men you could find in Philadelphia who don't have a criminal record?

@10: The article does not contain the quoted word, "encouraging" or even "encourage." Also the column by Helen Ubiñas is littered with anti-gun comments and anecdotes.

There's also this strange excerpt from Maj Toure and Helen:

And a card-carrying good guy, according to Toure, includes those protecting themselves against a bad guy breaking into their home, or a bad guy shooting up a public space, or - and this is where he lost me - a bad guy in a police uniform.

Given the national cases of police killing unarmed black men, Toure's thinking might be defensible to some, but not to me. Arming yourself against any law-enforcement officer sounds nuts to me and can't lead to anything other than some Wild West disaster.
This kind of talk does not belong in a column supposedly about "responsible, card-carrying good guy."

There is a faster and inexpensive means to do this an entire neighborhood at a time.

For a standard price of $250, you could buy inexpensive .22 revolvers, have them engraved with the identifier of the organization, buy a box of ammo for each, and distribute them free of charge to families in a neighborhood that both wanted a gun, and had no felons in the household. Likely every gun would be ballistic tested as well.

In a suburban neighborhood about 1 in 4 or 1 in 5 homes might qualify. So 200 homes, 40 or 50 guns. So total one time cost of between $10,000 and $12,500. A single rookie cop to patrol that neighborhood would cost much more every year.

If a gun was lost or stolen, if it was used in a crime, it would lead back to the family that originally got it, thus narrowing down suspects considerably. Importantly, a small .22 would not be a status gun for criminals.

In Chicago, illegal aliens who carry has been the best proof of John Lott’s thesis. They felt they couldn’t call the police.

Everyone has rights, including illegal aliens.

Maybe, maybe not. Depends if the alien went through proper channels. Or maybe the alien has diplomatic immunity.

That said, I’d probably not make a big issue of it. Any alien that can get here probably has or is backed by a civilization that has access to technology that makes us look like cavemen.

Example:

Cop: “Your are under arrest, you don’t have a carry permit.”

Alien: “This is not a firearm.”

Cop: “Yes it is.”

ZOT - city gone.

End of story.

LOL

Amen Brother. Licensing was an effort to keep Blacks away from guns in the first place. A practice it is time to do away with.
