In a way, sure. As innocent bystanders don't typically wind up with their feet in five-gallon buckets of cement, I'd guess the late Petey "Crack" Martinez made a conscious decision to piss off the wrong people thereby ensuring his demise. I'd also bet that Mr. Crack knew full well the consequences of pissing off such people.
A little more dramatic and drawn-out but not really much different than putting a gun to his own head.

OTOH, maybe they (or "he", if it's Arkancide), could only get "light" concrete.
There were even cement ships used during WW I, as I recall.

The breakwalls at Arromanches used to create Port Winston for the D Day invasion were giant ice-cube mold shaped concrete boats towed into place and then sunk end to end. They were designed to last 4 years. When I was there in ‘87, I think there were still 15 visible from land.

SaltWater weighs about 64.1lbs/cuft
Concrete weighs about 150lbs/cuft
A 200lb human displaces about 3.25 cuft of water.
If bloated, say twice the volume, say 6.6cuft
6.6 cuft x 64.1 lbs /cuft = say 423 lbs.
If he weighed 200 lbs and they placed him in 1 cuft concrete , say 150lb + 200 lbs = 350lbs , so he’d still have 70 lbs of buoyancy.
So he might have sank initially, but later decomposition created gases in the body, which filled up the plastic bags wrapping the body and he later became buoyant.

I remember a scene from a book I read years ago, in which a guy is dropped into the East River with cement shoes, but the killers put a scuba tank on the victim and taped the mouthpiece in, so the victim would have an hour or so to think things over.
Even more horrible.
