I hate getting conspiratorial but its all that makes sense.
Limbaugh is making a mountain out of a molehill on all the crap about how everyone hates trump. Its pure BS,besides hillarys negs are off the charts as well and Donald's just getting started his negatives will drop precipitously and Limbaugh knows it. They are trying to take Trump out before he even gets a foot hold on becoming President. It all wreaks of shilling for Hillary. I can't image why Limbaugh and others like Ryan would throw all these needless roadblocks in the middle of the road when we have a candidate who can reach across the aisle pull in loads of indys and even some libs. Never before have we had one this good. Only explanation for dissing trump is that he threatens the status quo.

My own conspiracy theory is that Rush still wants Cruz to be president. And if there is some way to manipulate the state delegate system, he’d be very happy if Cruz popped up again.

Remember when the GOPe wanted Cruz to apologize to McConnell before they would support him? I think that is what is going on with Trump. They are trying to bring him to heel. They want him to agree to their agenda (what Ryan was saying basically) before they agree to endorse him. In other words, he has to make all the things he promised and said out to be lies. Trump won't do that. The GOPe won't change their globalist agenda, they can't. So there may be no reconciliation, no unification, between the establishment in DC and Trump. But the question becomes, can Trump win without them?
Also, can he threaten them? A good primary challenge to Ryan would be nice. A few other non-establishment primaries in strategic places would be good. The old guard, the Bush cartel, needs to be flushed out.

(The definition of being a Republican is supporting its nominee. I am not a Republican. Ryan is.)
