That is a pain in the rear; he’s obviously catering to his pedestrian base (as people who bother registering and insuring a car have little use for him). In my area over the past couple of years we’ve had four-way stops pop up for the first time, as well as “no turn on red” signs at many intersections with a traffic signal. Our cops are fairly mellow with this stuff (warnings instead of tickets, for example), so it really appears that safety is the goal instead of revenue. It is probably stemming from the fact that there is an increasing number of pedestrian Third Worlders filling the area...
