Mexico then institutes a procedure where Mexicans send money to France first for a tiny fee and they then send it on to Mexico which bypasses this whole fee for the wall.

Yeah, but there is always tomorrow and if Mexico gets cut off overnight there will be a lot of trouble down south. It’s better to get the wall build first before cutting them off. Just increasingly tax the wire transfers over time until it is too expensive.
