Tough call. Were only one other person observing this or a situation like it, response is not so simple. I would say at the most, active intervention if armed or otherwise capable. At the least, trying to find others and encourage intervention.
pepper spray might work and i carry with me in my back pack and car. i also have a collapsible baton. but you have o be prepared to take everyone in the car on.
