They sure can close down abortion sites.
Deny funding for harvesting of body parts.
Have the AG prosecute broken federal statutes on the same.
Insist on hospital admission standards. Tax the facilities for inspectors to enforce cleanliness standards.
Require sonograms be bought and used. These laws in the states have had a significant life saving affect.

Right o the going after selling body parts for profit.
Presidents can deny funding MAYBE to parts covering abortion I would hope.
Trump did say he wanted to unfunded that part of planned parenthood. IMO that is unfunding 92% of planned parenthood.
