It was the Colorado GOP that then voted in 2015 to do away with the caucus so as to avoid having to bind their delegates.

Minor correction. The Colorado GOP still held the caucuses - they did away with the straw poll, which was not binding anyway.

The RNC said the straw poll would HAVE to be binding if they held it. So they dropped it, opting to give their delegates freedom. Smart move in a contested convention. They could demand some goodies for Colorado to help put a nominee over the top on the first ballot.
