I took it as he was referring to CO, in general. Though, the GOPe does wield strong influence in nearly every state and does effect the rules making process in the states. The section on CNN that I saw seemed to suggest he was pushing the pimp's line of reasoning that the 1237 rule shouldn't have to be followed.....the nomination should just be "given" to the one who has the most delegates before the convention.

Maybe I misunderstood
