Not possible. The rules specify 1237. Not 1100.
I just searched the rules for "1237" and didn't find it. Rule 40d says "majority of votes entitled to be cast". So if Rubio's bound votes aren't entitled to be cast on the first ballot, because he dropped out and/or because rule 40b still applies and he didn't qualify, then that lowers the majority number by (272/2=136) that Trump has to hit. Thus Trump needs 1101. But then there were other delegates that dropped out too.

The RNC committeeman appears to have been speculating about what the rules committee might do. Maybe other RNC members are considering the same.

The majority rule - 50%+1 - has been in place since 1854. The only other alternative proposal has been a two-thirds rule, such as the Democrats had until the 1930s.
I believe the reference is to bandwagon and unity votes from uncommitted and released delegates.
One, he can cut a deal with other candidates or, two, he can send Manafort to pick up enough unbound delegates to hit the required total.
He didn't mention it but I would think the Trump campaign could do a combination of one and two above.
The GOP has to be aware that if Trump is just short of the delegate amount, that the party will be destroyed if he doesn't get the nomination. Normal people, not sociopathic Cruzbots, would revolt in mass.
