Its a caucus/convention state and started with 60,000 registered republicans caucusing.If a primary election in a state with the population of Colorado had a turnout of only 60,000 people, it would be considered a disaster.

They require registered republican voters who care enough to attend and continue to support their candidate.
That’s up to them. I think it’s not a bad system.
