I did. There is no link to any published Vatican document, just various news outlets. Apparently there was a working version that included some language to that effect, and it was rejected. Consider it a spurious text purporting to be holy yet lacking the Holy Spirit and not even worth publishing.
I hope that you are right. It sounds more like Kasparism than like Catholicism.
