Donald Trump would force Mexico to pay for a border wall by threatening to cut off billions of dollars in remittances sent by immigrants living in the U.S., according to a memo released by his campaign Tuesday.

The memo outlines how Trump would try to compel Mexico to pay for a 1,000-mile wall if he becomes president.

In his proposal, Trump threatened to change a rule under the USA PATRIOT Act, an anti-terrorism law, to cut off funds sent to Mexico through money transfers known as remittances. Trump said he would withdraw the threat if Mexico makes “a one-time payment of $5-10 billion” to finance the wall. …

You don’t cut off the remittances you tax them. It will pay for the wall in no time.

Yes. His sentiment is right, execution is off but still commendable. Tax the ever lovin hell out of them.

We could save billions by cutting off sanctuary cities too and then use all the savings to pay for the wall and the deportations.

Even without May-hee-co’s contribution, the Great Wall Of Trump would pay for itself when the savings on welfare for illegals are factored in.

See them lined up at the Walmart service counter on any given day and it begins to make sense.

Trump is adopting Kris Kobach's plan. Good move. US residents send $124 billion a year to the rest of the world including $24 billion annually. Nobody talks about remittances and how our economy is drained by this outflow.

But won't Mexico just respond with taxes on the remittances of the millions of American laborers in Mexico who stand outside the Deposito de Casa stores every day, live 17 per home, and undercut the local Mexican wages?

This is an awesome idea and it could be done tomorrow. Not a Trump voter yet, but statements like this are what I do like about him.

Or if, as is the case in Cuba and North Korea, you have absolute power. This is just typical of the goofy ideas this guy has. The reaction from Mexico will be short and sweet: No. Back to you Donald.

Congress will fund the wall and Americans will gladly pay for it.

Yep. We get stuck behind them at the customer service counter at Kroger all the time sending thousands in cash through Western Union. Even at 10% on $3,000 that would be $300 toward the wall. Works for me. Its not like they pay income tax on it.

This is how bargaining work. First you demand them to pay $10billion, but you could settle for $5b. $5b is still a win and the rest could come from taxes from remittance

Its only proper that Mexico pay half the cost of the wall since we share the same border. Its like building a fence between houses

No, it couldn't. If he tried to do something like that by Executive Order it would fail immediately because remittances don't require federal employee involvement, and those are the only people directly subject to an Executive Order.

If he somehow tried to do it via rulemaking, injunctions would be filed and granted almost immediately. Not only by individuals, but by entities that do transfers.

If he wants to do this, it will take Congress passing a law to that effect.
