It is an olive branch to Cruz and his supporters.
That would mean that he is thinking ahead to a possible contested convention in which he and Ted may have to join forces to defeat a move by the establishment to reject them both for a nominee of its choosing.
Just guessing but this "move" would appear--by its timing--to have been formulated with the input of "master" delegate counter and convention strategist, Paul Manafort, who Trump just hired last week.
We need to keep an eye on the Cruz team to see if and, if so, how the Cruz team responds.
