He took the question as three most important issues, which was obvious when pressed by Cooper, that he thinks Education should be managed by the states and we need to get rid of Obama Care. yes he is, However you knew before posting Federal was not mentioned in the question on Government ad his answer included the truth of Fed and STATE.
