I have a small taxpayer type question. Was NY allowing state employees to travel on non-essential business before the ban.? Just asking.

Well, a lot of New Yawkers travel through North Carolina on their way to Florida for the winter. Lots of them drive, and they all have New York license plates.
And the kids of those NC State Troopers gotta eat, you know. That means writing tickets, and driving through NC with New York plates could very well be like having a "STOP ME BEFORE I KILL AGAIN" sign in your window. Ya know. What goes around and all that stuff.
