Okay, I was not fully aware of exactly what took place. I’m not sure what the laws are concerning donations and whether they can be given to another candidate.

The FEC investigation may be focusing on the possibility that the Cruz campaign instructed a super PAC to make the donation to the Carly super PAC and that the Carly super PAC sent the money to the Carly campaign.

By law, super PAC's cannot be directly controlled or influenced by or connected to a campaign because of the unlimited contribution limits on super PAC's.

Also, it appears Cruz may have bribed Carly or that Carly may have extorted Cruz regarding knowledge that Carly had about her employee, Sarah Isgur Flores, who is one of Cruz's alleged mistresses (and a former Cruz aide in Texas).
