In fact, our decaying nuclear capability has been on my radar for some time.

Mine too. The fact is, going back approximately 7 years, there has been a move to 'test' the reliability of our nuclear warheads using computer simulations, precisely a supercomputer known as the 'Roadrunner', rather than randomly pulling a warhead for underground detonation in a physical test.

Simulations are fine, and our computer technology is certainly advanced (the 'Roadrunner' is described as having "3,240 computing modules linked by two-tier Infiniband networks, each module houses two AMD dual-core Opteron processors and four PowerXCells. The system consumes about 4 megawatts of power.") but there is NO reliable substitute for actual testing. By totally relying upon computer simulations, you run the risk of having an undetermined, even if small number of warheads that are 'duds' and will fail to detonate when called upon to do so at the most critical time.

Trump is probably well aware of this.
