Nowhere in the Bible does God give civil government the authority to define its own powers (ie. to supplant the authority of God).
For too long Christians have interpreted Romans 13 to mean that civil government has authority over EVERYTHING. This is not true.
The powers of civil government are limited. Widespread peaceful non-compliance is one step. If the local and state governments will not interpose to protect their citizens, then there are other steps.

They won't go to jail, but that would be great optics. they will do what the Catholic adoption centers have done when they were forced to cater to homosexuals wanting to adopt babies, shut down, no longer provide those services.
The Little Sisters cannot afford the fines so they will release their old and poor patients onto the streets? To a low cost medicare facility, where treatment is poor and shut down their facilities. And their employees that wanted free contraceptives and abortion paid by the nuns, will be unemployed.
