That only lawyers, and judges should understand and interpret the Constitution, Every single branch has the responsibility to only do what they consider is Constitutional. Congress by passing and not passing laws based on their constitutionality. The President vetoing, or signing laws based on his interpretation of the Constitution, and enforcing all laws. Finally the Supreme Court, deciding based upon precedent, and the facts on whether or not a law already passed is Constitutional. That was how our country was supposed to run.
