I don’t know about tribal benefits with that little blood but I doubt she will qualify for any tribal benefits.

I had 2 nephews whose father was 3/4 Stillaquamish (Puget Sound tribe) and he left my sister and his boys when they war 3&4 years old and ran back to the reservation. The boys were raised by my dad (their grandpa) who taught them be self sufficient and think for themselves. Out of the blue their mom gets a call one day that the boys father is dying and he wants to see them. They were 18 & 19 at this time. So they go see them and their dad decided he wanted to get them official tribal status. So they went through that process and were granted full status. They were excited because of the scholarships for higher education that was now available to them because they were smart but knew that they couldn’t afford college.

That all came to an abrupt end in about 3 months. They are the most worthless 2 people you have ever seen. Once they realized they get free money and can hunt and fish (poach) it was all over for them.

I can tell you right now that she will be reviled and kicked off of the reservation the first chance the tribe gets. One of my friends who is 50% Ute tells me a lot anecdotes about the strict tribal hierarchy based on hoe pure blooded the members are. The State case workers pulling this trick are monsters. I’ve met State Child Care Monsters. Too many of them.
