I grew up on the wonnerful Nortwest side of Chicaga and knew many CPD. The rank and file is a group of heroes who do their job the best they can. They try to do the right thing, then go home and hug the babies and the wife.
The leadership - they are more like our federal government. That's the group who would wear costumes.
