18 months is not 18 years of age or older.

Read it carefully. It does not bar a state from lowering the age below 18. It only bars the government from disallowing an 18 year old to vote. It would not stop a state from allowing an 18 month the vote.

Of course, so an 18 month old could be denied the right to vote by the state. However, since elections are run by the states and not the Feds, an 18 month old could be granted so long as the state allows it.

The States
can't deny the vote for anyone 18 or over
based on age, but that doesn't mean they
must deny it for those under 18.
Meanwhile, the States are free to use a coin-toss to choose their electors if they wish. there is no (Federal) Constitutional right for the People to vote for President.
