Here's what a responsinle governor does.

1. Train and equip the NG for riot control. This should have begun months ago.

2. Ensure max. number of NG are drilling during convention, so that they can be deployed quickly if necessary.

NG are typically not deployed unless LE is overwhelmed, or that seems imminent. NG are last-in, first-out.
