There's somethign you don't understand. ALL seasonal resorts do this because there are NOT enough workers to fill the number of jobs that are available during the high season. For example in Michigan there is a place called Mackinac Island. Normally there is a very small population that lives there. During the summer though there are millions of tourists. All the restaurants and hotels NEED workers to service those tourists but there's not near enough people to fill those jobs. So they use a legal temporary visa program to pull in people from (usually) the slavic countries. mostly young people looking for a chance to go to america for a few months. It's legal and the entire tourism industry would die in nearly the whole country if they couldn't legally import temporary workers. That's just like in Florida with ALL resorts.

I can confirm there are many non-US citizens working these resorts: most I ran into seemed to be Eastern European / Ukranian /Russian hotties.
The only problem is they weren't wearing bikinis... :-)
Hiring foreign workers (J1 Visas) is normal for any resort town. I live close to Wisconsin Dells, Waterpark Capital, and if not for foreign workers they would not be able to operate. Sure they hire workers from the area that can pass a background/drug test.
