It is doubtful that Congress would approve a special appropriation for this type construction that relies on a questionable income stream. Also the funds have to be received an advance of work being initiated.

Really? Going back to the 1930s? World has vastly changed since then.

We have protectionism now. Problem is it is at the cost of the US Economy

Read about Brenton Wood. We have “Managed Trade” not “Fair Trade”. The theory was we could use the strengths of the US Economy to balance out any problems in the world economy and promote stability and peace is a post WW2 economic system.

We have spent the last 70 years trying to use US trade policy to further US Foreign policy goals. That maybe was sound strategy during the Cold War, it is anachronistic in the modern world.
