Because no one believes that he “believed” Mitch McConnell. They both planned Cruz’s faux-rebellion.
Oh, he may have believed that McConnell phrased a set of sentences in a certain way to make them believable. It’s a Senator’s job, however, to know the bills and goings on, and so Cruz should have been street smart enough to know the back story/word from the back room.
