Norfolk VA doesn't have a sea coast. It's bordered by the Chesapeake Bay and the bay rarely floods. The flooding in downtown Norfolk comes from the Hague and the Elizabeth River, and at about the same rate it has for the 40 years I've lived here. Virginia Beach, which does have a sea coast gets no flooding from the ocean and the beaches are 2-3 times wider today than they were when I moved here.

I did last time I was in the area.
The ocean level has not changed a bit since I first visited it as a kid quite a few years ago.
