Trump's core campaign is about pointing out where the fedgov has been failing its citizens, from immigration to one-sided trade deals to national security. To me this discussion of responsibility for 9/11 is consistent with his overall campaign approach.

Good point. I was thinking he using this to go after Bush and Clinton but I think you nailed it well.
